Instructions for:APPLICATION FOR PERMIT TO EXCAVATE OR OCCUPY THE PUBLIC RIGHT-OF-WAY
In Accordance with Princeton ORDINANCE 2018-12
Before applying for a Permit to Excavate in the Public Right-of-Way (Excavation Permit) and or a Permit to Occupy the Public Right-of-Way, please review the permit process below. Review Princeton Ordinance 2018-12, linked above, for additional details. Application Process:
  • Applicant fills out application, uploads all required attachments and submits fee payment. Attachments include sketch of proposed work, traffic control plan (if needed) and certificate of insurance. The Certificate of Insurance MUST contain the language highlighted at the bottom of the example. Example of certificate of insurance.
  • Applicant will receive notification of a submitted permit. If an excavation permit is requested, the applicant will be advised to submit a performance bond and dig number.
  • Applicant submits a performance bond to the Engineering Department.
  • Applicant provides NJ One-Call (Dial 811 or 1-800-272-1000) dig number. A dig number is only required for Excavation Permits. Excavation Permits will not be issued without the dig number.
  • Engineering Department will review and approve or deny the application.
  • Applicant will receive a notification of the issued permit or a request for more information.
Fees:
  • No Road or Lane Closure Required: $ 100.00
  • Road or Lane Closure Required: $ 200.00
  • Acceptable forms of payment are cash, check and credit card.
Performance Bond:
  • Required for Excavation Permits only. Bond amount is based upon the size of the excavation disturbance:
  • 0 to 60 square feet: $ 500.00
  • 61 to 150 square feet: $1,000.00
  • Over 150 square feet: 100% of the estimated pavement restoration cost using $7 per square foot
  • Performance bond may be submitted as cash, certified check, or cashier’s check.
  • Public utility or authority shall furnish one bond annually in the amount of $10,000.00.
Requirements of the Applicant (Permittee):
  • Work shall not commence until a permit is approved and issued.
  • Permittee shall comply with all permit conditions and work specifications.
  • If the planned work requires blockage, excavation in or occupation of (i.e. a dumpster) a metered parking space, the applicant must obrain a meter bag from Princeton Parking Operations. Meter Bag Requests are made by completing this online application.
Required Notifications:
  • 48 hours prior to beginning permitted work, the Permittee shall notify the Engineering Department by email permitrow@princetonnj.gov or telephone 609-921-7077. Failure to notify may result in work shutdown.
  • Upon completion of final restoration work, the Permittee shall notify the Engineering Department by email permitrow@princetonnj.gov or telephone 609-921-7077 to request a final inspection and release of the 80% performance bond.
Construction and Restoration:
Bond Releases:
  • The Engineer will release the performance bond according to the following schedule:
  • 80% of the performance bond amount shall be released upon final acceptance of the restoration work.
  • Final 20% becomes a maintenance bond and shall be released 12 months from the date of acceptance. The Engineer will inspect the work area and reserves the right to ask for repairs if any part of the restoration has failed during the one-year maintenance period.
